While you can get involved at any point in the rulemaking process, the best time to get involved is at the start when the rules are being written. Learn more about the Rulemaking Process.

If you would like to weigh in on a specific administrative rule that you believe will impact your small business, there are several ways you can do that.

Rules being drafted or amended Suggest changes to existing rules

For rules being drafted or amended

Contact your business or trade association

The most effective way to learn about or influence rules that are being written or amended is to first contact your local chambers of commerce, trade or business associations.

Get contact information.

Contact the state or county

We encourage you to contact the state or county agency that is writing the rule. It is important for them to hear directly from the businesses they will be affecting.

Submit testimony to SBRRB

SBRRB is here to advocate and support small businesses. To do so, we need to hear from you exactly how a rule will affect your business so we can discuss during the monthly board meetings.

Even if you have already contacted your association and/or worked directly with the agency, it is still crucial that you submit testimony to SBRRB.

Ways to submit testimony:

  1. Email [email protected]
  2. Mail to SBRRB, No. 1 Capitol District Building, 250 S. Hotel Street, Room 506A, Honolulu, HI 96813, or P.O. Box 2359, Honolulu, HI 96804
  3. Come to our monthly board meetings
    • SBRRB can receive testimony up until the day before the meeting or it can be submitted during the board meeting.
    • No advance notice is required.

Testimony should indicate how the proposed changes will affect your business.

Submit changes to existing rules

Are there current administrative rules that are impacting your small business? If so, we can assist in the following ways.

Suggest a regulation for review

Start here and send us your suggestion using the Regulation for Review form. We’ll review and discuss it during the next meeting to determine how we may be able to assist your business.

Petition for regulatory review

There is an option to submit a Petition for Regulatory Review to a specific agency, in accordance with HRS §201M-6, and a copy sent to the SBRRB. Within sixty (60) days, the agency is required to submit a written response to SBRRB.
